ABSTRACT The aim of this research is to find out the effect of the land use Act on property values in Abia State and to suggest ways to ease land acquisition for both the government and private developers. To examine the customary land tenure system operating in the state before the Act. Its implementation machinery and management highlights the problems arising against the effective implementation of the Act, proper recommendation that would make the Act more realistic and ease its implementation in Abia State in particular and the country in general. Methodology adopted from the gathering of data for this project include the primary and secondary sources. In the primary sources, direct interview with those charged with the enforcement of the Act and observation while the secondary source include the use of textbooks, journals, newspapers, lecture notes, and internet browsing. It is unfortunate to note that in Abia State, as in many other state of the federation, transaction, in land are still being executed without due regard to the provision to the land use Act. Ease of land acquisition by the government for its project has been minimal and for private developers, the problem has rather been compounded, due to the bureaucracy involve in obtaining a certificate of occupancy.
